OTD William Henry Hastie, Jr. (Nov 17, 1904 - Apr 14, 1976). Lawyer, judge, educator, public official, civil rights advocate, 1st Black Governor of the U.S. Virgin Islands, 1st Black federal judge and 1st Black federal appellate judge.He served as a circuit judge of the U.S. Court of Appeals for the 3rd Circuit and previously served as District Judge of the District Court of the Virgin Islands.
